The Tenure and Evaluations Review Board (TERB) is happy to announce the successful negotiation of the revision of Article 17 of the Faculty Contract (July, 2013). Article 17 is essentially our “Faculty Manual” with regard to Tenure Review and Evaluations.
Our website has been updated to reflect the changes in our forms and procedures, and we hope you find that it supports your work in evaluations. Melissa Kloz, Senior Administrative Secretary for Tenure & Evaluations, has been the leader in updating the site, and I know I represent all faculty members when I thank her for her dedication to this work.
Our goal has been to arrange information and forms in a helpful and straightforward way, so please don’t hesitate to offer feedback and suggestions as you begin to use this space during the upcoming evaluation cycle.
The revision of Article 17 reflects years of concentrated effort by many groups, primarily the members of TERB in consultation with the Faculty Senate, the Negotiations Advisory Council, and the District, represented by Vice President Berta Cuaron. The TERB sought additional feedback through several forums and PD sessions, as well as from dozens of individual faculty members. Student representatives in the Associated Student Government were also included in the conversation.
Although several elements are new, the description of the role of TERB remains the same as it did in the original Faculty Contract, Article 17:
17.2.1 In accordance with Education Code §87663(c), evaluations of faculty members will include, but will not be limited to, a peer review process called tenure and evaluations review. There shall be a Tenure and Evaluations Review Board (TERB) that shall oversee and make recommendations regarding the development and use of evaluation forms, oversee and make recommendations regarding the evaluations of faculty members, hear and consider matters of concern brought to it by faculty members and the District regarding the faculty evaluation process and/or procedures, and perform other duties which specifically are delegated to it by this Article.
We are fortunate here at Palomar College because our Governing Board and Administration support a faculty-driven process, and the Faculty has been invested in maintaining this distinction from the beginning.
