An Anasazi Grave

This grave was photographed years ago and this image was sold to me by the National Parks Service in a collection of other slides of architecture.
The question is "Why does anyone have the right to dig up the bones of the deceased, especially when the descendents of those who are exhumed reject the notion of disturbing the bodies of their ancestors?" Who has the right to decide?
Some archaeologists say they have the right to excavate burial sites. They say that the "interests of science" outweigh the interests of individual people. They say the need for information compels them to dig.
Many Indian people have asked repeatedly for archaeologists and pot hunters to leave burials undisturbed.
What should be done when a construction/development/road project unearths a burial. Should the site be left to the whim of the developers? Should the site be documented by archaeologists? Should it be protected by the government? Who has the right to decide?
