On January 8, 2019, the Palomar Community College District Governing Board adopted Board RESOLUTION NO. 18-21550 stating its intention to transition from at-large to by-trustee area elections.
On April 9, 2019, the Palomar Community College District Governing Board adopted Board RESOLUTION NO 18-21555 changing the method of election and approving an area map.
On May 20, 2019, the Board of Governors California Community Colleges adopted RESOLUTION NO. 2019-10 approving Palomar’s change from at-large to by-trustee area elections.

The California Voting Rights Act of 2001 (“CVRA”) made fundamental changes to minority voting rights in California. Many California public agencies are transitioning to trustee area elections. With a trustee area election system, board members are elected by voters residing within the specific election district area.
