Institutional Effectiveness at Palomar College

As part of its Strategic Planning process and cycles, Palomar College monitors and reviews a set of institutional effectiveness indicators. Organized by strategic goal (e.g., a Student Success, Teaching and Learning Excellence, Organizational and Professional Development), IR&P tracks the institutional effectiveness metrics over time and provides an annual report to SPC and the college’s Board of Trustees. The institutional effectiveness reporting process helps SPC monitor and discuss the extent to which college efforts are affecting student success and improving organizational processes. The set of measures used in this reporting process incorporate the State’s accountability indicators as well as other metrics determined by the SPC as important indicators of institutional effectiveness.

Institutional Effectiveness Partnership Initiative (IEPI)

The Institutional Effectiveness Partnership Initiative (IEPI) is funded by the California Community College State Chancellors Office. The goal of the initiative is to help advance the institutional effectiveness of all California community colleges, reduce the number of accreditation sanctions and audit issues, and most importantly, enhance the systems ability to serve students effectively. Included in this initiative is a requirement, as established by law, for the State Chancellors Office to develop a framework measuring the institutional effectiveness of each college in the areas of student success, accreditation, fiscal health and compliance with state and federal guidelines. Annually, all colleges must develop and adopt goals according to the framework.

Palomar College 2017-18 IEPI Goals

While 18 indicators comprise the institutional effectiveness framework, for 2017-18 only four indicators were identified by the IEPI for immediate compliance. The four required indicators for 2017 are:

  • Successful Course Completion
  • Accreditation Status
  • Fund Balance
  • Audit Findings

Palomar established goals for each of the four indicators through its governance process. On April 18, 2017, Palomar’s Strategic Planning Council reviewed the goals and on April 25, 2017 as part of its Annual Institutional Effectiveness Workshop, the Palomar College Governing Board received a report on the results of the goal setting effort.
